Keith and Caleb discuss the fact that not only is the HPA still in the Senate's bill, the SHORT act is too... Keith is revising his odds of passage to 50/50 given that the additions are both easy political sacrifices to make to get passage but also, given the current political climate, not worth that much political capital. They could pass purely on the fact they aren't that important vs all the other things going on.
